Expands permitted cargo from "raw or unprocessed agricultural products" to "freight" for both six-axle and seven-axle vehicles.

Restricts permitted vehicles to paved streets and highways (excluding interstates), except sealed intermodal containers in international movement may use interstates if allowed by federal transportation authorities.

Directs permit revenues to be deposited in the bridge inspection and signing account.
