Modifies permit requirements for overdimensional load escorts to allow applicants to choose between licensed peace officers, certified protective agents, or certified overdimensional load escort drivers.

Removes mandatory requirement that escort vehicle operators must be peace officers and instead makes it discretionary for the applicant to select from three qualified categories of personnel.

Prohibits the transportation commissioner from adopting rules that bar licensed protective agents from performing traffic control duties or that create preferences for peace officers over protective agents in overdimensional load escort services.

Requires permits to specify the minimum number of escort vehicles needed and any flashing warning light requirements.

Paragraphs (a) and (b) are effective on the same date as Laws 2010, chapter 311, section 2; paragraph (c) is effective the day following enactment.
