Requires the transportation commissioner to notify legislators in affected areas at least 16 months before initiating transportation improvements or major maintenance projects, except in emergencies.

Notice must include explanation of need, options considered, citizen engagement plan, estimated project cost, and proposed construction schedule.

Extends notification requirement to 24 months prior if the project will disrupt local traffic for more than six months.

Requires the commissioner to collaborate with affected legislators and local officials to develop a final citizen and community engagement plan after providing notice.

Directs the commissioner to give maximum consideration to implementation alternatives that minimize negative business impacts for projects affecting 10 or more businesses.
