Amends Minnesota Statutes to add compliance requirements for future eligibility of state agencies and other recipients receiving funding from four legacy funds: Parks and Trails Fund, Outdoor Heritage Fund, Clean Water Fund, and Arts and Cultural Heritage Fund.

If the Office of the Legislative Auditor determines a recipient has not complied with applicable laws, rules, or regulations, the recipient becomes ineligible for future funding from the respective legacy fund until demonstrating compliance.

Applies the new eligibility provision to section 85.53 (Parks and Trails Fund), section 97A.056 (Outdoor Heritage Fund), section 114D.50 (Clean Water Fund), and section 129D.17 (Arts and Cultural Heritage Fund).

Maintains existing requirements for recipients including measurable outcomes, public reporting to the Legislative Coordinating Commission by January 15, and display of legacy logos on websites.
