Creates a new special route permit under Minnesota Statutes section 169.86, subdivision 1c, allowing haulers to move vehicles up to 90,000 pounds (six axles) or 97,000 pounds (seven axles) on a designated route.

Specifies the permitted route as: U.S. Highway 10 from the North Dakota state line to Arden Hills; Trunk Highway 51 from Arden Hills to Roseville; and Trunk Highway 36 from Roseville to the Wisconsin state line.

Permits are annual and issued by the commissioner of transportation upon written application.

Adds the new subdivision 1c vehicles to the list of vehicles eligible for $60 annual permits under subdivision 5, paragraph (c).

Renumbers existing permit categories in subdivision 5, paragraph (c) from clauses (3) through (8) to clauses (4) through (9) to accommodate the new vehicle classification.
