Executive branch agencies must recognize the unique legal relationship between Minnesota and its 11 sovereign tribal nations and accord tribal governments the same respect as other governments.

Each executive agency whose duties affect tribal communities must develop and implement tribal consultation policies requiring them to seek input from tribal officials before undertaking actions or policies that could affect tribes or their members.

Agencies must designate an employee to oversee tribal consultation policy implementation and serve as the principal point of contact for tribal issues.

Agencies must conduct annual reviews of tribal consultation policies and report to the governor and legislature on actions taken as a result of implementing these policies, with copies provided to the Indian Affairs Council.

Agencies must train all employees who work with Indian people, Indian land, or tribal governments to improve performance, efficiency, and partnerships while building better relationships and avoiding conflicts with tribes.
