Increases gross receipt threshold for food handler licensing exemptions from $5,000 to $50,000 annually for non-potentially hazardous foods sold at residences, roadside stands, community events, or farmers' markets.

Expands exemption to include baked goods (cookies, cakes, breads, pastries, pies, and similar oven-baked items) as long as they are not potentially hazardous.

Requires sellers to post visible signs stating "These products are homemade and not subject to state inspection" if food is not prepared in a licensed or inspected kitchen.

Mandates accurate labeling with seller's name and address on all products, and requires sellers to maintain sales records available to Department of Agriculture food inspectors.

Applies the same $50,000 gross receipt threshold increase to home-processed and home-canned foods (pickles, vegetables, fruits with pH 4.6 or lower).
