Modifies the definition of "state administration" by expanding protections to cover any "state agency" instead of limiting to the governor's office, Department of Management and Budget, and governor-controlled agencies.

Changes disclosure rules to allow agencies to share legislative and budget proposal data with other agencies or the public if disclosure aids the agency in considering and preparing proposals.

Establishes that preliminary drafts of legislative or budget proposals automatically become public data on July 1 of each year, unless the proposals are under consideration at a current or reasonably anticipated special legislative session.

Maintains that legislative and budget proposals remain protected nonpublic data until presented to the legislature or introduced in bill form, at which point supporting data become public.
