Amends Minnesota Statutes section 41A.105 to add "biobased chemical" to the definitions used by the NextGen Energy Board, defining it as a polymer, monomer, chemical, plastic, or formulated product with at least 25 percent biobased content (excluding food, feed, or fuel products), tested using American Society for Testing and Materials specification D6866.

Directs the NextGen Energy Board to examine opportunities for biobased chemical production by integrated biorefineries or stand-alone facilities using agricultural and forestry feedstocks.

Renumbers existing board duties to accommodate the new biobased chemical examination requirement, maintaining all prior responsibilities including research on synthetic gases, biobutanol, hydrogen, methanol, biodiesel, and ethanol.

Requires the board to continue reporting to the commissioner of agriculture and legislature before February 1 each year with recommendations on appropriations and results of past actions and projects.
