Establishes early family development grants as a focused home visiting program targeting expecting parents and families with children under age two at or below 185 percent of federal poverty guidelines.

Requires grant-funded programs to identify families and commence home visits prenatally to the fullest extent feasible.

Allocates early family development grants in a regionally balanced manner throughout the state proportional to population or families available to be served.

Appropriates $20,000,000 for fiscal year 2014 and $20,000,000 for fiscal year 2015 from the general fund to the commissioner of health for early family development grants.

Requires evaluations of early family development grants to assess impact on outcome measures and determine if home visiting is the most effective method to achieve program goals.
