Establishes an annual $100 surcharge on all-electric vehicles subject to registration tax in Minnesota, effective for registration periods starting on or after July 1, 2013.

Commissioner of Transportation collects the surcharge using the same process as the registration tax.

Surcharge proceeds are deposited into the highway user tax distribution fund, with initial revenues used to cover implementation start-up costs.

Defines "all-electric vehicle" as an electric vehicle that does not contain an internal combustion engine.

Amends Minnesota Statutes sections 168.002, 168.013, and 169.011 to add surcharge authority and definitional provisions.
