Amends Laws 2010, chapter 361, article 3, section 7 to authorize the Minneapolis Park and Recreation Board to acquire all or part of the Scherer Brothers Lumber Yard property for a metropolitan area regional park using parks and trails fund appropriations.

Authorizes the Board to recreate Hall's Island or a similar island at river mile 855 on the Mississippi River just north of the Plymouth Avenue bridge, notwithstanding specified Minnesota Rules sections related to water management.

Requires the commissioner of natural resources to grant necessary authorizations, permits, and permissions for the island recreation project, provided it complies with other standards in Minnesota Rules, chapter 6115.

Establishes a six-year deadline from the effective date for project construction, after which the authority to recreate Hall's Island expires.

Mandates that once recreated, Hall's Island remain in public ownership in perpetuity and becomes effective upon the Minneapolis Park and Recreation Board's compliance with Minnesota Statutes, section 645.021, subdivisions 2 and 3.
