Adds new subdivision 16a to Minnesota Statutes section 518A.41 governing suspension and reinstatement of medical support contributions in child support cases.

Allows the public authority to suspend a non-custodial parent's obligation to contribute to health care coverage if the custodial parent with primary physical custody fails to carry the court-ordered dependent health care coverage for the joint child.

Requires the public authority to notify both parties that the non-custodial parent's obligation will be suspended 30 days after notice unless proof of coverage is provided, a hearing is requested, or a modification motion is filed.

Provides for reinstatement of the medical support obligation 30 days after the public authority is notified that court-ordered health care coverage has been obtained, with the same 30-day contestation period and hearing procedures.

District court or child support magistrate must determine whether suspension or reinstatement is appropriate at any hearing and establish the effective date of the action.
