Appropriates $22,200,000 from bond proceeds to the Board of Trustees of the Minnesota State Colleges and Universities for the Winona State University education village project.

Funds renovation and equipment of Wabasha Hall, Wabasha Recreation Center on Winona State's campus, and Cathedral Elementary School in Winona.

Creates an education village with classrooms, laboratories, offices, and meeting spaces to integrate the college of education with southeastern Minnesota communities and school districts for teacher preparation programs.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $22,200,000 to finance the appropriation.

Takes effect the day following final enactment.
