Designates the Trunk Highway 610 extension project as a legislative priority, defined as construction of marked Trunk Highway 610 as a multilane divided highway extending from Hennepin County State-Aid Highway 81 to Interstate Highway 94.

Requires the Commissioner of Transportation to include the project in the next regular update to the statewide transportation improvement program and maintain it in the program until completion.

Prohibits delaying the project from its initially scheduled commencement date unless the commissioner identifies special unforeseen circumstances and notifies legislative committee chairs and ranking minority members with written reasons.

Directs the commissioner to expedite project development to prevent delays and obtain all required state and federal project approvals.

Takes effect the day following final enactment.
