Excludes the governor, lieutenant governor, attorney general, state auditor, secretary of state, and legislators from eligibility for state-paid life insurance and hospital, medical, and dental benefits.

Removes the previous provision that allowed state legislators to participate in the state employee group insurance program, including the option to decline coverage by filing a written waiver.

Applies to Minnesota Statutes 2012, section 43A.24, subdivisions 1 and 2, affecting eligibility rules for state employee group insurance programs.

Maintains eligibility for other categories of state employees and officials, including legislature employees, judges, University of Minnesota employees, and certain retired state employees.
