Prohibits the state commissioner from selling stadium appropriation bonds under section 16A.965 in amounts where debt service would exceed available revenue.

Defines "debt service" as the annual amount required to be appropriated from the general fund for payment of principal and interest on stadium appropriation bonds.

Defines "revenue available to the state" to include: increased revenue estimated under section 297E.021, increased revenue deposited in the general fund under section 297A.994 subdivisions (1)-(3), and backup revenues under section 16A.727.

Adds new section 16A.728 to Minnesota Statutes to establish the revenue limitation requirement for stadium bond issuance.
