Establishes "Start Seeing Motorcycles" special license plates available to owners of passenger automobiles, pickup trucks, motorcycles, or recreational motor vehicles.

Requires a $10 fee per set of plates and a minimum $10 annual contribution to the motorcycle safety fund.

Plate design to be created by American Bikers for Awareness, Training, and Education of Minnesota with "Start Seeing Motorcycles" inscription between bolt holes, subject to commissioner approval.

Allows plate transfer to another qualified vehicle registered to the same individual for a $5 transfer fee.

Fees collected credited to the vehicle services operating account in the special revenue fund; effective January 1, 2014.
