Repeals the Sunset Act (Minnesota Statutes sections 3D.01 through 3D.21) and eliminates the Sunset Advisory Commission.

Removes sunset dates (references to section 3D.21) from expiration provisions for the American Indian Advisory Council, Alcohol and Other Drug Abuse Advisory Council, Traumatic Brain Injury Advisory Committee, and American Indian Child Welfare Advisory Council, with new expiration date of June 30, 2014.

Updates reporting requirements for the Council on Black Minnesotans to report to the governor and legislature under Minnesota Statutes section 3.9225 instead of to the Sunset Advisory Commission.

Directs the revisor of statutes to delete all references to the "Sunset Advisory Commission" throughout Minnesota Statutes and make conforming changes.

Effective the day following final enactment.
