Reduces state authorization for appropriation bonds for Minnesota Sports Facilities Authority stadium project from $498,000,000 to $298,000,000 net of issuance costs and revenue.

Reduces maximum principal amount of outstanding appropriation bonds from $600,000,000 to $400,000,000, excluding refunding bonds.

Reduces state share of stadium construction costs from $348,000,000 to $148,000,000, while keeping Minneapolis city contribution limited to $150,000,000 plus operating and capital costs.

Requires Minnesota Sports Facilities Authority to modify stadium design and construction plans through negotiations with the football team to accommodate reduced state funding, which may include additional private funding or reduction in stadium size and scope.

All provisions effective the day following final enactment.
