Creates a Legislative Water Commission consisting of ten members: five senators (including two from the largest minority caucus) appointed by the Senate Subcommittee on Committees and five representatives (including two from the largest minority caucus) appointed by the Speaker of the House.

Authorizes the commission to appoint staff and consultants, fix their compensation, and contract for services subject to Legislative Coordinating Commission approval.

Requires the commission to review water policy reports and recommendations from the Environmental Quality Board, Board of Water and Soil Resources, Pollution Control Agency, Department of Natural Resources, and other water-related agencies as required by law or the legislature.

Empowers the commission to conduct public hearings, gather data and comments, and make recommendations to assist the legislature in formulating water-related legislation.

Provides that commission data and information be shared with the Legislative-Citizen Commission on Minnesota Resources and standing and interim legislative committees upon request; the section expires July 1, 2018.
