Transfers duties of the Environmental Quality Council and Environmental Quality Board related to Mississippi River corridor critical area management to the Commissioner of Natural Resources, with existing board rules remaining in effect until amended or repealed.

Modifies management goals to include "development and redevelopment" of urban uses (industrial, commercial, and residential) within the Mississippi River corridor in addition to continuation of existing uses.

Removes references to March 12, 1979 as a fixed baseline date and eliminates the requirement to consider intent of land use districts from Executive Order No. 79-19 when establishing critical area districts.

Eliminates detailed bluff mapping requirements and guidelines (including slope percentages, bluff line definitions, and preliminary/final map procedures) that were previously mandated in the rulemaking process.

Extends the rulemaking authority for these provisions indefinitely by removing the expiration date previously set under sections 14.125 and 14.128, with retroactive effective date of July 1, 2009.
