Metropolitan Council must develop a model ordinance to guide sustainable development and redevelopment along riverfronts in the metropolitan area, limited to a maximum of 25 percent of any local unit of government's riverfront.

Model ordinance must specify technical and administrative procedures for riverfront development and becomes the minimum regulation when adopted by a local unit of government.

Metropolitan Council must consult the "Connecting with Minnesota's Urban Rivers" report, review waterfront development results from outside Minnesota and the United States, and comply with applicable state laws related to shoreland management, floodplain management, land planning, and water management.

Commissioner of Administration must identify necessary building code changes and adopt an urban riverfront building code for residential, recreational, and commercial structures up to the water's edge that complies with Federal Emergency Management Administration and Army Corps of Engineers regulations.

Metropolitan Council must draft a model lease for local units of government to allow private entities to provide retail goods and services on government-owned riverfront land; provisions apply in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
