Transfers administration of the Mississippi River Corridor Critical Area program from the Environmental Quality Board to the Commissioner of Natural Resources, including enforcement of all existing rules until amended or repealed.

Changes the district establishment criteria by removing the requirement to protect major features existing as of March 12, 1979, and removes reference to Governor's Executive Order No. 79-19 as a consideration.

Modifies language in subdivision 2(3) from "development" to "redevelopment" of urban uses including industrial, commercial, and residential uses within the corridor.

Eliminates detailed bluff mapping requirements and definitions (bluff faces, bluff lines, base of bluffs, steep slopes, and very steep slopes guidelines) that were previously mandated as part of the rulemaking process.

Makes the rulemaking authority retroactively effective from July 1, 2009, and removes the January 15, 2010 deadline by stating the authority to adopt rules does not expire under sections 14.125 and 14.128.
