Expands the definition of "political subdivision" in Minnesota Statutes to include local districts, commissions, boards, and authorities in addition to counties, cities, towns, and school districts.

Allows political subdivisions to post public notices on their official designated Web sites instead of publishing them in newspapers, subject to posting them for the required time period.

Permits political subdivisions to provide notice through alternative methods including newsletters mailed to households or free publications of general circulation, provided one notice is published in the official newspaper directing the public where to find future notices.

Requires political subdivisions using alternative notice methods to allow residents to request mailed copies of notices for a reasonable fee covering printing, copying, and mailing costs.

Exempts notices required under chapters 414, 429, and 462 (relating to land use and development) from the Web site posting alternative and retains the requirement to publish in official or general circulation newspapers for those proceedings.
