Establishes a "work zone" definition for street or highway segments where road construction, reconstruction, or maintenance is occurring and official traffic-control devices are erected, lanes are closed, flaggers are present, or reduced speed limits are in effect.

Creates a $300 fine (plus surcharge) for violating instructions from work zone flaggers, with fines deposited into a new work zone safety account; owners/lessees of vehicles can also be cited as petty misdemeanors under specific conditions.

Sets automatic 45 mph speed limit in work zones on roads with 50+ mph limits when at least one lane is closed and workers are present; allows road authorities to set different limits (reduced by maximum 20 mph on 55+ mph roads or 15 mph on 50 mph or less roads) without requiring engineering studies.

Imposes $300 fine (plus surcharge) for speed violations or other traffic violations in work zones, with revenue deposited in the work zone safety account for enforcement and educational campaigns.

Prohibits all cellular phone use (handheld or hands-free) while operating a motor vehicle in motion within work zones when workers are present; requires commissioner to submit annual work zone safety reports to legislature by October 1.
