Amends Minnesota Statutes section 13.792 to classify donor gift data maintained by the Destination Medical Center Corporation as private or nonpublic data, including prospect research, solicitation details, donor financial information, and specific gift amounts and payment schedules.

Establishes a Destination Medical Center Corporation as a nonprofit corporation under chapter 317A to provide expertise in preparing and implementing a development plan for Rochester as a destination medical center.

Creates a nine-member governing board consisting of the mayor (or designee), one city council member, one county board member, two medical business representatives, two business community representatives, and two members appointed by the governor.

Requires the corporation to adopt bylaws governing member terms, vacancies, officer selection, and operations, and subjects the corporation's meetings and data practices to Minnesota's open meeting law (chapter 13D) and government data practices law (chapter 13).

Allows the corporation to accept gifts and use its own money or assets (excluding city, county, or state funds) to develop and implement the adopted development plan, while imposing conflict-of-interest restrictions on board members.
