Replaces "marriage" with "civil union contract" throughout Minnesota law, allowing two individuals (regardless of sex) to enter into civil unions recognized by the state.

Removes the restriction that marriage be "between a man and a woman" and eliminates the prohibition on same-sex marriages from Minnesota Statutes section 517.03.

Requires a five-day waiting period after applying for a civil union license, with local registrars issuing licenses for $115 after confirming no legal impediments exist.

Establishes that civil union contracts require two witnesses at signing, preparation of a certificate by the local registrar, and filing within five days, with certified copies sent to the individuals.

Effective August 1, 2013, and clarifies that civil union contracts are equivalent to marriages for purposes of Minnesota law and federal law application, while preserving religious institutions' ability to perform marriage ceremonies.
