Transit authorities must establish design specifications for transit shelters including engineering standards, maximization of wind and weather protection with fully-extending walls and door-sized entrances, warming capability where feasible at high-traffic shelters, and full accessibility for elderly persons and persons with disabilities.

Transit authorities must maintain bus stops and transit shelters in good working order by inspecting automatic doors weekly, keeping facilities clean and graffiti-free, and removing snow and ice to ensure accessible entry, exit, and boarding for elderly persons and persons with disabilities.

The Metropolitan Council must retrofit or replace all special transportation service buses used in revenue service by January 1, 2014, such that the first boarding step is easily accessible to riders.

Defines "transit authority" as statutory or home rule charter cities, the Metropolitan Council, or replacement service providers, each responsible for owned or contracted transit shelters and stops within their jurisdiction.

Special transportation service bus accessibility requirements apply in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
