Prohibits state agencies and political subdivisions from adopting or implementing policy recommendations originating from or traceable to the 1992 United Nations Agenda 21 that infringe on private property rights without due process.

Defines "political subdivision" to include counties, cities, towns, school districts, and public corporations.

Prevents state agencies and political subdivisions from entering agreements, expending funds, or receiving financial aid from nongovernmental or intergovernmental organizations to implement Agenda 21 policies.

Applies prohibition to any international law or ancillary plans that contravene the U.S. Constitution or Minnesota Constitution.
