Affirms that sovereignty in the American system rests with the people, not the government, and that Minnesota's people retain all powers not delegated to the federal government under the Tenth Amendment.

Asserts that the federal government has exercised numerous powers beyond those enumerated in the Constitution, infringing on state sovereignty under both Democratic and Republican administrations.

Declares that nullification of unconstitutional federal acts is the rightful remedy when the federal government assumes powers not delegated to it.

Urges Congress to appoint a task force charged with identifying and nullifying specific federal laws and regulations that exceed the federal government's constitutionally delegated powers.

Directs the Minnesota Secretary of State to transmit copies of this resolution to the President, Congress leadership, and Minnesota's federal representatives.
