Amends Minnesota Statutes sections 609.135 and 609.3451 to enhance penalties for repeat criminal sexual conduct offenders.

Adds criminal sexual conduct in the fifth degree (section 609.3451) to the list of gross misdemeanors that trigger a maximum six-year stay of sentence, rather than four years.

Increases felony penalties for repeat violations of fifth-degree criminal sexual conduct: imprisonment increased from five to seven years and fine increased from $10,000 to $14,000.

Expands the definition of prior convictions that can enhance penalties to include violations of sections 609.342, 609.343, 609.344, 609.345, 609.3453, and 617.247, as well as out-of-state convictions in conformity with these offenses.

Effective August 1, 2014, applying to crimes committed on or after that date.
