Creates a statewide grant program administered by the commissioner to provide supported employment services for persons who are deaf, deafblind, and hard-of-hearing.

Eligible programs must assist clients in obtaining and retaining employment, emphasize individual community placements, ensure interagency collaboration between vocational rehabilitation offices and county service agencies, and involve clients in planning and delivery of services.

Prioritizes funding for organizations with experience developing innovative employment support services for deaf, deafblind, and hard-of-hearing populations, requiring applicants to submit an evaluation protocol.

Establishes a separate grant program for school-based communication, access, and employment services for transition-aged youth who are deaf, deafblind, and hard-of-hearing.

Effective July 1, 2016.
