Requires the Minnesota Commissioner of Transportation to include an Interstate Highway 35W expansion project in the next regular update to the statewide transportation improvement program.

Defines the project as construction or reconstruction of marked Interstate Highway 35W with an additional general purpose lane in each direction, from the interchange at Anoka County State-Aid Highway 23 (Lake Drive) in Lino Lakes to the interchange at marked Interstate Highway 35.

Mandates the project remain in the statewide transportation improvement program until completion and prohibits delays from the initial scheduled commencement date unless the commissioner identifies special unforeseen circumstances.

Requires the commissioner to submit written notification with specific reasons for any project delays to the chairs and ranking minority members of the legislative committees with jurisdiction over transportation policy and finance.

Takes effect the day following final enactment.
