Proposes constitutional amendment to combine Minnesota's bicameral legislature into a single unicameral house of representatives, effective January 2017.

Reduces house membership from 134 to 99 members and eliminates the 67-member senate entirely.

Amends Article IV and related constitutional articles to remove all references to senate, restructure legislative procedures for single chamber, and update voting thresholds for constitutional amendments from simple majority to 60 percent.

Requires two-thirds vote to approve general banking laws and establishes impeachment and recall procedures for the single legislative body.

Submits amendment to voters at the 2014 general election with a yes/no question on combining both chambers into one legislative body.
