Eliminates the requirement that the Commissioner of Natural Resources appoint advisory committees to consider land use problems and removes provisions governing their operations.

Removes requirement that the Board of Water and Soil Resources consult with a technical committee when establishing the Reinvest in Minnesota (RIM) clean energy program.

Eliminates the advisory committee requirement for the Pollution Control Agency regarding subsurface sewage treatment system management plan standards, removing representatives from the Association of Minnesota Counties, Pollution Control Agency, Board of Water and Soil Resources, and Department of Health.

Repeals Minnesota Statutes sections 84.964; 103F.518, subdivision 11; 116C.711; and 116C.712 in their entirety.
