MN HF1865

Consolidates Department of Transportation advisory committee rules under a single advisory committee with 21 total members: 9 selected by county boards (no more than 5 county commissioners, remainder county highway engineers) and 12 selected by city governing bodies (no more than 6 elected officials, remainder city engineers).

Requires committee members to be distributed across state highway construction districts, with city representatives including at least one member from each city of the first class.

Grants the commissioner final authority to determine proposed rules if the advisory committee cannot reach agreement.

Establishes that rules made by the commissioner with committee advice have the force and effect of law under chapter 14.

Repeals previous provisions in Minnesota Statutes 2012 sections 162.02 subdivisions 2-3, 162.09 subdivisions 2-3, and 174.86 subdivision 5.
