• Extends expiration dates for multiple state advisory committees and councils from June 30, 2014 to June 30, 2018, including the American Indian Advisory Council, Alcohol and Other Drug Abuse Advisory Council, Formulary Committee, and Traumatic Brain Injury Advisory Committee.

• Eliminates advisory committee requirements for certain medical necessity determinations and removes specific task force consultation provisions in sections 256B.064 and 256B.27 related to medical assistance vendor sanctions.

• Removes the advisory committee requirement from section 144G.06 regarding uniform consumer information guides for assisted living facilities, allowing the commissioner to adopt standards independently.

• Clarifies that four advisory groups did not expire on June 30, 2009, validating all actions and expenditures made by these groups since that date, effective retroactively.

• Repeals five obsolete statutory sections (62U.09; 144.011, subdivision 2; 145.98, subdivisions 1 and 3; 252.31; and 402A.15) and removes related cross-references throughout Minnesota Statutes and Rules.
