Removes requirement for advisory committee review before awarding grants under Minnesota law enforcement grant programs (sections 299A.62 and 299A.63), transferring grant award authority solely to the commissioner of public safety.

Eliminates the Advisory Council on Battered Women and Domestic Abuse by repealing section 611A.34 and removing references to council consultation in grant application and approval processes for domestic abuse programs.

Replaces advisory council input with a domestic abuse program director position appointed by the commissioner to provide recommendations on grant awards and program policies for battered women and domestic abuse victim services.

Removes the Advisory Council on Battered Women and Domestic Abuse from the model policy development process for law enforcement arrest procedures in domestic abuse incidents, keeping only the Bureau of Criminal Apprehension and Board of Peace Officer Standards and Training.

Clarifies that the Fire Service Advisory Committee created under Minnesota Statutes section 299F.012, subdivision 2, did not expire on June 30, 2009, and validates actions and expenditures by that committee retroactively.
