Increases the minimum unencumbered fund balance threshold for the manufactured home relocation trust fund from $1,000,000 to $5,000,000 as of June 30 each year.

Raises maximum relocation cost reimbursement from the trust fund from $4,000 to $6,000 for single-section homes and from $8,000 to $12,000 for multisection homes.

Increases maximum reimbursement when a home owner tenders title due to inability to relocate from $5,000 to $7,000 for single-section homes and from $9,000 to $14,000 for multisection homes.

Allows use of five-year averaged tax market value as substitute when appraised market value cannot be determined for homes tendered to park owners.

Permits home owners without located title certificates to sign an affidavit transferring ownership to the park owner for disposal purposes.
