Mandates a public comment opportunity at the council's next regular meeting following publication, with a 20-day waiting period before the council may adopt the capital budget.

Allows capital projects to proceed unless a petition signed by at least 10 percent of registered voters in affected counties is filed requesting a referendum on the project.

Applies the same publication, public comment, and referendum process to amendments or revisions to the metropolitan development guide, requiring signatures from 10 percent of registered voters in the metropolitan area.

Applies only to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
