Prohibits statutory and home rule charter cities from paying employees or outside persons to influence legislative or administrative action at federal, state, or metropolitan government levels.

Allows city taxpayers to request the state auditor investigate violations, with penalties of two times the amount spent on lobbying deducted from the city's local government aid.

Exempts city membership in nonprofit organizations like the League of Minnesota Cities and exempts city officials responding to information requests from legislative or administrative bodies.

Requires aid payment reductions to be imposed in the same calendar year if determined before July 1, or the following year otherwise, with excess penalties applied to taconite aid and municipal street aid if necessary.

Prohibits adjustment to property tax levy limits to compensate cities for aid losses under this provision, effective for aids payable in calendar year 2015 and thereafter.
