Prohibits licensed health professionals from engaging in sexual orientation change efforts with clients under 18 years of age.

Defines "sexual orientation change efforts" as practices seeking to change an individual's sexual orientation, including efforts to change behaviors, gender expressions, or eliminate romantic attractions toward same-sex individuals.

Excludes from the prohibition counseling that supports gender transition, provides acceptance and support for identity exploration, or addresses unsafe sexual practices without attempting to change sexual orientation.

Applies to providers licensed by the Boards of Medical Practice, Nursing, Psychology, Social Work, Marriage and Family Therapy, and Behavioral Health and Therapy.

Treats violations as unprofessional conduct subject to disciplinary action by the provider's licensing board, effective the day following final enactment.
