Modifies tariff rate requirements for community-based energy development (C-BED) projects to provide higher rates in the first ten years of the power purchase agreement than in the last ten years.

Removes language requiring the commission to consider aggregation mechanisms and relocates this requirement to a new subdivision 8a.

Establishes annual eligibility review process beginning July 1, 2013, requiring C-BED projects to submit evidence they continue meeting qualifying criteria; commission may revoke eligibility if criteria no longer met.

Limits developer discretion to negotiate non-tariff power purchase agreement terms to agreements entered into before July 1, 2013.

Clarifies that C-BED projects cannot receive net energy billing under section 216B.164 or production incentives under section 216C.41 if operating under a C-BED tariff power purchase agreement.
