Prohibits use of electronic cigarettes and vapor inhalation in state-owned indoor buildings and public schools, applying the same restrictions as tobacco cigarettes.

Expands municipal and county licensing authority to regulate retail sales of tobacco, tobacco-related devices, electronic delivery devices, and nicotine/lobelia products.

Increases penalties for selling regulated products to minors under 18: first violation is a misdemeanor, subsequent violations within five years are gross misdemeanors.

Bans self-service displays and vending machine sales of electronic delivery devices and nicotine/lobelia products, except in adult-only facilities.

Defines "electronic delivery device" as any product delivering nicotine, lobelia, or other substances through inhalation of vapor, excluding FDA-approved cessation or medical products.
