Amends Minnesota data practices law to regulate disclosure of booking photographs, defined as photographs or electronically produced images taken by law enforcement for identification purposes during arrest.

Establishes booking photographs as public data, but allows law enforcement agencies to temporarily withhold access if the agency determines it will adversely affect an active investigation.

Requires requests for booking photographs to be made in person to the law enforcement agency holding the original, with the requestor providing the name of each individual and approximate arrest date.

Permits law enforcement to charge a fee of $5 to actual costs (including employee time and certification costs) per photograph provided in physical format only; electronic format copies are prohibited and inspection requests cannot be charged.

Makes individuals who request booking photograph copies personally liable for damages resulting from use of the photograph in violation of data practices law or other applicable laws.
