School districts and charter schools subject to Affordable Care Act employer penalties or experiencing higher total employer-paid health insurance costs qualify for state aid equal to those additional costs.

Aid amount for each year equals the eligible amount calculated for the previous fiscal year, which districts and charter schools must report to the commissioner.

Aid payments must be included in districts' and charter schools' regular aid payments under Minnesota Statutes section 127A.45.

An unspecified appropriation from the general fund is made to the commissioner of education in fiscal year 2015 to pay this state aid.

Effective for state aid payments beginning in fiscal year 2015.
