Adds employees of the Minnesota FAIR plan and joint underwriting association as eligible persons who can elect state employee group insurance coverage at their own expense under Minnesota Statutes section 43A.27, subdivision 2.

Commissioner of management and budget retains authority to deny eligibility if it would cause the state employee group insurance program to lose its governmental plan status or be treated as a multiemployer welfare arrangement.

Authorizes the Minnesota FAIR plan board, at its option, to allow its employees to participate in the insurance plan administered by the commissioner of management and budget under chapter 43A.
