Prohibits drivers from using cellular phones (handheld or hands-free) in work zones when the vehicle is in motion or part of traffic, effective August 1, 2014.

Defines "work zone" as a street or highway segment where construction, reconstruction, or maintenance is occurring and official traffic-control devices are posted, lanes are closed, a flagger is present, or temporary speed limits are in effect.

Defines "electronic message" as digital communication transmitted between devices, including email, text messages, and instant messages, but excluding voice calls or automatically transmitted data.

Amends Minnesota Statutes 2012, section 169.475 to establish new subdivision 2a with the work zone cellular phone prohibition.
