Changes Minnesota Constitution Article IX, Section 1 to require a two-thirds majority of members elected to each house of the legislature to propose constitutional amendments, instead of a simple majority.

Proposed amendment must be submitted to voters at the 2014 general election.

Voter question asks whether to amend the Constitution to require two-thirds vote (rather than majority) of each legislative house to propose amendments.

All other provisions regarding publication of proposed amendments, voter approval at general elections, and separate voting on multiple amendments remain unchanged.
